3.境外小程序审核失败费用是否退回
境外小程序认证主体均需支付99美元/次的审核服务费用。这是用户基于腾讯提供的资质审核服务而支付的一次性费用，用户每申请一次认证服务需要支付一次审核服务费。无论认证成功或失败，都需要支付审核服务费。
3. Can I get refund if my authentication failed:
Audit due $99 happens in every new order, this nonrecurring charge bases on our Tencent audit service regulation. So whether the audit success or not, the charge is consequent.
4.境外小程序认证审核时间
境外小程序认证在支付费用后，在用户提交完整的资质后7-15个工作日内完成审核。
